Energy Minister Says Cascabel Mining Contract Will Be Renegotiated
Ecuador's largest copper-development pipeline is entering a contract-risk phase.
Primicias reports that Juan Carlos Blum, minister of Environment and Energy, said the Cascabel exploitation contract will be renegotiated despite having been signed in June 2024.
Project and Contract Data
| Item | Figure |
|---|---|
| Contract signed | June 5, 2024 |
| Concession area | 4,979 hectares |
| Planned mine life | 33 years |
| Estimated investment | about $4.2B |
| Expected operating-stage jobs | 1,000 |
| Jiangxi Copper acquisition of SolGold | about $1.16B |
| New mining contract instruction published | May 20, 2026 |
Primicias reports that Jiangxi Copper completed the acquisition of SolGold in March 2026, taking control of the Cascabel project.
Government Position
Blum told Vera A Su Manera that some mining contracts were signed in an unbalanced way and that no contract can stand above the law. He identified Cascabel as a contract to be renegotiated.
The report links the comments to Acuerdo Ministerial MAE-MAE-2026-0056-AM, which sets minimum parameters for mining exploitation contracts and allows current contracts to be reviewed, renegotiated or modified when the state identifies a need to harmonize terms.
Company Response
Primicias reports that Exploraciones Novomining S.A., part of the SolGold group, said the Cascabel contract was signed under legal and technical procedures and after a transparent process with government authorities.
The company also said it remains willing to work constructively with the ministry and state institutions.
What To Watch
- Whether the ministry opens a formal renegotiation process and publishes the requested contract changes.
- Jiangxi Copper's response as controlling shareholder after the SolGold acquisition.
- Read-through to other signed mining exploitation contracts under the new ministerial agreement.
- Investor treatment of Ecuador mining contract stability in future financing and offtake talks.
