Ecuador’s Proposed USD 240 Million Hospital Platform Is an Execution Test

Ecuador’s Ministry of Public Health has invited Corporación Nacional de Telecomunicaciones (CNT) to provide a national interoperable health-information and integrated-care platform, with the Italian company Dedalus to be subcontracted for part of the service.

The proposed process has a total value of USD 240 million over the reported technology and infrastructure scope. The cost split is USD 117 million for Dedalus to install, provide, and maintain the technology over seven years, plus USD 123 million for CNT to provide infrastructure, connectivity, and integration.

The contract is expected to be awarded by September 9 and is intended to replace the failed Healthbird project. The award date and replacement objective make this a procurement and execution story, not a completed operating platform.

The data problem

The Ministry says information across its hospital network is spread across multiple systems, applications, and records without interconnection. Primicias reports that this lack of interoperability makes clinical continuity and data-based decision-making more difficult.

For a business reader, that is the central operating problem. A national platform has value only if it connects facilities, maintains reliable data, and can be used across the network. The proposed contract therefore carries both a technology component and a deployment component.

The terms of reference identify nine functional areas. They include patient identification, hospital records, diagnostic images and examinations, pharmacy inventory and distribution, service scheduling, citizen and professional access, network monitoring and analysis, and patient flows for chronic-care patients.

The Ministry wants to integrate 1,742 prioritized health establishments into a management platform. The programs would be activated progressively and in stages, adapting to the level and characteristics of each health facility.
