CAF-Backed Consultancy To Draft 20-Year Guayas Basin Plan

Project scope

A Spanish consultancy selected by CAF will draft the diagnosis and roadmap for a long-term recovery plan for the Guayas River basin.

The consultancy will have one year to prepare the work. The broader planning horizon is 20 years.

The plan was announced on July 28, 2026 during the first assembly of the Mancomunidad for the Rio Guayas.

Participating governments

The mancomunidad was formalized in November 2025 and includes seven prefectures: Guayas, Manabi, Los Rios, Canar, Cotopaxi, Bolivar, and Chimborazo.

Financing

The consultancy budget is USD 562,500.

CAF is providing USD 450,000, equal to 80%, through nonreimbursable technical cooperation. The prefecture contribution is USD 112,500.

The source says the first 45 days of the work will define the coordination model. Later deliverables include an environmental baseline, a water-quality monitoring network, and prioritization of at least 10 financeable projects.

The final product is expected to be an integral management master plan with a financing roadmap.
