Biess Relaunches Property-Auction Platform With Listings Across 14 Provinces

The Banco del Instituto Ecuatoriano de Seguridad Social (Biess) has relaunched its digital property-auction platform, consolidating listings, bidder requirements, and the offer process in one site.

The platform is available at rematevirtual.biess.fin.ec. It allows users to review available properties, check the requirements to participate, and follow a guide for presenting offers. The update is a portal renewal; it does not change the conditions under which the Biess conducts coactive-property processes.

Current inventory and geographic reach

The August-September catalog, with information current through July 31, lists properties priced from USD 13,697 to USD 160,810 across 14 provinces.

That range makes the platform relevant to more than one buyer segment. A lower-priced property may attract individuals looking for an entry point into Ecuadorian real estate, while higher-priced listings may be relevant to investors who can evaluate title, location, condition, and the auction process with more institutional discipline.

The catalog price is not the same thing as a guaranteed acquisition price. A bidder still has to qualify, submit an offer, fund the required deposit, and participate in the hearing where the validity and result of the offers are reviewed.

How the bidding process works

The platform’s sequence has four main stages:

  1. Register on the Biess auction platform and complete the requested information.
  2. Meet the Biess requirements and qualify as a bidder.
  3. On the auction date, submit the bid and upload the required deposit.
  4. Attend the bidding hearing on the date and time notified by the competent authority.

The deposit is 10% of the total offer when the payment is in cash, or 15% when the payment is made in installments. That capital requirement is material: a buyer considering an offer should have the deposit, closing funds, and property due-diligence budget separated before entering the process.

Documentation and foreign bidders

The listed qualification documents include a citizenship card, voting certificate, sworn declaration, and certificate showing compliance with tax obligations. Complementary documents may include an updated bank reference with average balance, the legal representative’s appointment for legal entities, the bidder’s latest utility bill, and an SERCOP certificate showing that the person is not a failed awardee or noncompliant contractor.

Those document labels are important for any foreign investor assessing eligibility. The platform lists them, but the source does not establish that every non-Ecuadorian applicant can qualify under the same path. A foreign bidder should confirm the applicable requirements with Biess before committing deposit funds.

What to watch

Monitor the monthly catalog, changes to the platform’s qualification checklist, the condition and title of any property under consideration, and the auction hearing notice. The useful investment signal is improved information access, not an automatic discount. The auction process still requires document review, liquidity planning, and property-specific diligence.
