Agreement

Ecuador and Argentina have finalized an automotive trade agreement scheduled for signature on August 6, 2026.

Production Minister Luis Alberto Jaramillo confirmed the agreement on July 28 during USA Trade Connect 2026 in Guayaquil.

The deal sets a reciprocal vehicle tariff of 10% and a preferential quota of 3,000 units for each country for 10 years.

Tariff and origin rules

For Argentina, the tariff falls from 28% to 10%. For Ecuador, it falls from 15% to 10%.

Inside the first 3,000 cars, the agreement applies the 10% tariff and easier origin rules.

Ecuador must include 19% Ecuadorian content, while Argentina uses a 35% value-added origin rule.

Above the 3,000-unit quota, Ecuador's value-added rule starts at 32.5% and ends at 40%. Argentina's rule falls from 50% to 45%.

Sector reaction

David Molina of Cinae criticized the agreement as imbalanced, arguing that Ecuador gave up preferential ALADI treatment in exchange for a smaller tariff change for Argentine vehicles.

That disagreement is important because the headline tariff cut does not automatically answer who benefits most. The quota size, origin rules, and existing trade preferences determine the real commercial value.

What to watch

  • Vehicle-import volumes under the 3,000-unit quota
  • Whether Ecuadorian assemblers use the 19% local-content rule commercially
  • Consumer-price effects in Ecuador's auto market
  • Pushback from industry groups after signature
