SENAE Seeks $17.2M Palantir Foundry Renewal Through CNT

Ecuador Brief||Source: Primicias

Ecuador's customs service is moving to extend its Palantir platform use through another public intermediary contract.

Primicias reports that Servicio Nacional de Aduana del Ecuador (SENAE) is seeking a $17.2 million renewal, plus $2.6 million in IVA, for Palantir Foundry, cloud-computing IAAS and connectivity services.

The process again runs through Corporacion Nacional de Telecomunicaciones (CNT), the public entity Primicias identifies as the only authorized channel in Ecuador for access to the platform.

Contract Path

ItemFigure / Date
First Palantir-related customs contract$6.6M
First contract year2025
CNT-Palantir contract declared confidential/reservedSeptember 2, 2025
2026 SENAE request$17.2M
IVA cited by Primicias$2.6M
Target award to CNTJune 3, 2026
Renewal service need cited by SENAEJune 1, 2026

Primicias reports that the first contract covered an annual subscription for customs risk management, implementation, configuration, cloud-computing IAAS solutions and connectivity for SENAE needs.

For 2026, the object is to guarantee continuity of SENAE's critical processes through Palantir Foundry, cloud-computing IAAS and connectivity services.

Operational Rationale

SENAE's justification report, cited by Primicias, says non-renewal would affect institutional processes, create risks in customs control, limit analysis and intelligence capabilities, compromise use of the public investment already made and produce regression in national management.

The available Palantir Foundry information cited in the report says the platform integrates import and export declarations, cargo manifests, GPS, scanner images, police records, intelligence and open sources.

The same documentation says interrupting the service would mean losing traceability of high-risk operations and prospective-analysis capacity, affecting national security and fiscal collection.

What To Watch

  • Whether CNT awards the contract by the reported June 3 date.
  • Final term, scope and payment structure for the $17.2 million renewal.
  • Whether the direct CNT-Palantir documentation remains reserved as in 2025.
  • Measurable customs outcomes: control alerts, seizures, collection impact and processing times.
